Opening Ceremony
The Opening Ceremony of the 25th Winter Universiade will be held at the Cemal Gursel Stadium. Plans related to the activities pereceeding and following the official ceremony will be made by a Professional organizing company.

The name of the cultural performance to be staged at the opening ceremony of the 25th Winter Universiade, Erzurum is “Let’s meet at the Anatolian peak”, and the main theme of the performance is Anatolian Civilization and the outstanding personalities and features of the Anatolian Culture. The show which will take place at the Cemal Gursel Stadium will be broadcasted to the world audience through live transmission.

Activities to be performed in the field will be designed with an understanding suitable to the concept of Winter Universiade, and activities of light, sound, dance and fireworks included as well.

Opening and Closing Ceremonies will be of a quality to prioritize the cultural characteristics of Erzurum and Turkey. Our traditional sports will certainly be utilized as well.

Historical parts of the show – folklore and culture of the civilizations and nations who lived in the land of Anatolia – and the story of modern Turkey will be exhibited by the performance groups in modular stage settings.

The expression of friendship, solidarity, tolerance and peacefulness which are the personal traits of the Anatolian people will be highlighted in these stories.

20.00 - 20.10	Entrance of the band and the Winter Universiade flag
20.10 – 20.15	FISU President welcomes the highest authorities representing the host country and introduces the FISU Executive Committee. Then, they take their seats at the Stadium.
20.15 – 20.20	Playing of the national anthem of the organizing country and hoisting of the flag of the host country
20.20 – 21.00	March pass of the participating countries
21.00 – 21.05	The President of the Organizing Committee gives a welcome speech.
21.05 – 21.10	The President of FISU gives a welcome speech and invites the highest authority of the host country to declare the games open.
21.10 – 21.12	The highest authority of the host country declares the games open.
21.12 – 21.16	Arrival of the FISU flag
21.16 – 21.18	Playing of the FISU anthem and raising the FISU flag
21.18 – 21.28	Arrival of the torch and lighting of the flame
21.28 - 21.29	Oath of the athletes
21.29 – 21.30	Oath of the judges and referees
21.30 – 21.45	The participants leave the area to take their seats in the tribunes reserved for them to attend the rest of the ceremony.
21.45 – 22.30	End of the Opening Ceremony

Program
The program of the Opening Ceremony will be held on January 27th, 2011, between 20:00 and 22:00, considering the climatic conditions of that date.

Closing Ceremony
The sound, light and pyrotechnics affect show and fireworks starting after the Closing, and the “flag hand over” ceremony, continues with the cultural show of the next Winter Universiade host city. The pyrotechnic effects around the stage are fired at the end of the performance and the light show is followed by the closing concert. The concert transforms into a dance show with the performance by a famous disk jockey.

Program
The Closing Ceremony program will start on February 6th, 2011, at 20:00 p.m.

Transportation
The Transportation Committee will devise a special transportation plan for the Opening and Closing Ceremonies. According to this plan, the President of FISU, Vice-Presidents of FISU and members of the Executive Committee will travel to the venue of the ceremonies in their allocated vehicles. Other accreditation card holders will be transferred from the accommodation areas to the ceremony area by busses. For the Opening and Closing Ceremonies, local people will be transferred by busses as well.

Security
Opening and Closing Ceremonies are expected to be attended by a great number of spectators. Plans have been made to ensure the security of the athletes, officials and spectators participating in the 25th Winter Universiade 2011, Erzurum.

Flower Ceremony
In snow sports, a flower presentation ceremony will be held at the same venue 5 minutes after the completion of each competition.

Award Ceremony
Award ceremonies for the athletes to come out with ranks in ice sports will be held in their ice rinks immediately after the competitions. In snow sports, award ceremonies will be held on the evening of the competition day in front of the Double Minaret Madrasah, in the city center at 19:00. In Snow sports after competition will be flower ceremonies.
